On April 7, the Civic Chamber of the Republic of Tatarstan held a seminar titled "Transparent Charity: Annual Results and Electronic Reporting."
In his address, Alexander Terentyev, the Head of the Civic Chamber of the Republic of Tatarstan, emphasized that for successful development, non-profit organizations must take a responsible approach to new legal requirements. He noted that transparency of activities is a key condition for open dialogue with society and for strengthening public trust in the work of NGOs.
Alfiya Valieva, Director of the Ak Bars Sozidanie Charitable Foundation and Chairman of the Commission on Social Affairs and Healthcare of the Civic Chamber of the Republic of Tatarstan, also delivered a welcoming speech. She reminded participants of the core principles governing NGO activities.
The key topic of the seminar was the new changes in reporting for non-profit organizations. Starting in 2026, all NGOs are required to submit their reports electronically via a specialized portal of the Russian Ministry of Justice. The submission deadline is April 15.
Artem Galyautdinov, Deputy Head of the Russian Ministry of Justice Office for the Republic of Tatarstan, provided a detailed explanation of how to complete the new reporting forms, navigate the personal account on the portal, and publish charters and the composition of governing bodies. Seminar participants received practical recommendations and instructions.
Representatives of socially oriented NGOs in the republic presented their public reports on 2025 activities, including: "Volunteer Medics", the Charitable Foundation for Diabetes Control, the regional branch of the All-Russian Organization of Parents of Disabled Children –VORDI, the National Charitable Foundation "Yardam – Help" and the Ak Bars Sozidanie Charitable Foundation.
Following the seminar, participants recommended holding public hearings both at the Civic Chamber of the Republic of Tatarstan and on-site in municipal districts to discuss the outcomes of socially significant projects implemented with grant funding, with the invitation of media, government officials, and community representatives. It was also proposed that socially oriented NGOs align their project activities with specific targets and objectives that contribute to the achievement of Russia's national development goals.
For reference: to create a transparent and secure environment for charity work, starting September 1, NGOs will be able to voluntarily verify their pages on social media and state information systems through the Gosuslugi portal (a relevant draft law was reviewed by the State Duma in its third and final reading on March 25, 2026). The government will establish the procedure for completing the verification process. To undergo verification, an organization must be included in the Ministry of Justice registry, have an account on Gosuslugi, and maintain a public page with basic information and two-factor authentication enabled. The mechanism will first be implemented on the social networks VKontakte and Odnoklassniki, and later is planned to be extended to the MAX messenger.
